As discovered by the Cheka-OGPU and Rucriminal.info, billionaire Alexander Galitsky’s foundation appears in the "Epstein files." It turns out that Galitsky’s business partner, Runa Capital, was a blackmailer and a regular at closed sex parties for officials, politicians, and celebrities. Moreover, "branches" of these parties were also held in Russia. Furthermore, Galitsky’s foundation’s PR director was Masha Drokova (aka Maria Bucher), a former press secretary and commissioner for the Nashi movement, who became famous after kissing Putin at Lake Seliger. After leaving Russia, Masha worked as a PR agent for Epstein himself, obtained a "talent visa" in the United States, and got married. According to the FBI, Maria Bucher currently resides in Switzerland and is involved in investments. All of these events occurred during Alexander Galitsky’s marriage to his wife, Aliya, whom the billionaire sent to prison in February 2026, where she died. Files indicate that the FBI paid particular attention to Galitsky’s fund last March during an ARMS Reach investigation of one of Donald Trump’s donors in the last presidential election.
Alexander Galitsky created Runa Capital in 2010 with another major investor, Sergei Belousov (Serg Bell), head of Parallels and Acronis. Its stated goal was to support Russian IT companies, with its main office in the United States. Belousov was the main public face of their joint venture. A little later, he founded another fund, QWAVE CAPITAL, which also focused on venture capital investments. Runa Capital and QWAVE CAPITAL shared an office, worked together, and were, according to Belousov, "sisters."
Their business partner was Frank Moyle Creer, executive director of the American nonprofit DRAPER HERO INSTITUTE and manager of Timothy Cook Draper’s DFJ CAPITAL, a major donor to Trump’s presidential campaign. Masha Drokova worked as a publicist not only for Runa Capital and QWAVE CAPITAL but also for Draper, and Creer was well acquainted with her. Sergey Belousov is referred to as "Masha’s friend" in emails from the "Epstein Files"—it was Drokova who tried to arrange a personal meeting between Epstein and Belousov in 2018.
The "Epstein Files" contained correspondence between two FBI agents about connections between Draper and Creer. It states that Creer was an active member of a private, elite sex club in Los Angeles and Northern California called "Sanctum" (founded by Beverly Hills millionaire Damon Lawner) and collected information on Sanctum participants for the purpose of blackmail—much like Epstein did on his island. The club’s patrons include billionaires, investors, Hollywood actors, musicians, and other wealthy individuals. Their anonymity is strictly maintained by the club’s staff. Incidentally, since 2018, such parties have also been held in Moscow, and Damon Lawner himself attended the first one. As in the US, the anonymity of participants at Russian elite sex parties has been and remains a closely guarded secret, as has what transpired there. Former Alfa Bank board member Alexander Galitsky is formally on friendly terms with many Russian officials, and current Prime Minister Mikhail Mishustin is a close friend. Galitsky’s wealth increased significantly thanks to the enormous contracts his companies secured with the Federal Tax Service during his tenure as head of the service.
Krier invested in quantum computing research through QWAVE CAPITAL, and through the funds’ management (including Galitsky and Belousov), gained access to public figures vulnerable to blackmail, according to the FBI agent’s letter.
At the same time, Galitsky, by his own admission, wasn’t interested in biocomputers and quantum computing. At the time, he was focused on the Russian company Elvis-Plus, which, under government contracts, supplied software and equipment to the Federal Tax Service, Rusnano, Rosneft, Transneft, Rosseti, the Data Storage Center (founded by Rostelecom and VTB through Shushary Holding), Bank Dom.rf, dozens of multifunctional centers across the country, and the Moscow mayor’s office. In 2014, after the annexation of Crimea, Galitsky’s company developed a "laptop for government officials" with "Basic Trusted Module" technology, based on FSB specifications. Elvis-Plus did not disclose the list of customers for this product, but it was known that Sergey Chemezov’s Rostec intended to purchase 3,000 of these laptops. Furthermore, the ZASTAVA-M firewall software suite was certified by the Russian Ministry of Defense, but these purchases were not disclosed. Galitsky abandoned his main Russian project only in December 2024, selling it to Rostelecom.
